[WRTC2006] Geography and selection (long)

I agree with Fred (about the TL selection part).  The Committee should ask
for volunteers and then make its selection from that group. Why bring the
team leaders into this process?

The referee process has been very good for all of the WRTC events.  What
problem is the new selection method trying to solve?
