[WRTC2006] referees

we had allready few WRTC in passt and all of them with differnt selection 
Criteria for teams and referees!
i think it´s time to finaly made general rules for selcetion criteria for 
future WRTC !
of course small improvments from year to year are allways good but not to 
change whole rules!

my opinion is that this selcetion criteria are good and i hope my few 
comments cann help to improve it!

WRTC is first line Team Contesting, i think there no doubt about that!
why SOAB scores are so high rateted in compare with Team Contesting (M/S, 
M/2, M/M)?
maybe we need new SOAB category in WRTC?

some of contests like RDXC are allowing use of DXC also for SO entrant!
is this means that all SO scores in RDXC will be calculate with factor 0,7?
if NOT why factor 0,7 in other contest for SO Assisted?

i dont understund so high rating of EUHFC and why this contest at all count 
for for selection criteria?
any comments?
