[WRTC2006] referees

My question was why?  Why involve the TLs in this process?  What problem are
you trying to solve?

There are many good contesters out there who know they will not qualify for
WRTC, but would like to be involved.  In the past, they would apply and the
organizer would make a selection.  I never heard any complaints about this.

Now they have to make friends with a TL (who will they be? Better make
friends with many of them.)  This also puts the TL in a difficult position.
They already have to make a difficult choice of who to invite as their
partner.  Now they will also have to select a referee.  If I was a PL, I
know I would prefer to avoid this extra layer of politics.  The committee
can do all of this selection in secret and it has been well accepted in the
past.
