[WRTC2006] referees

Last PY WRTC put very high standards on open team selection with Olympic
attitude adding YL and WWYC teams. Referee selection seemed to be biased
toward UK. I can partially understand that based on long UK fair play
tradition and English language knowledge shared with Americans.
Involving team leaders into initial referee proposal phase might further
improve WRTC democratic standards. Hamradio is rich men hobby, we are
growing older and our ego grows bigger :-)

Complete agree with Randy, leave the referee selection at the commitee
picking them from a voluteer list, many good operators could have chance for
the Referee instead TL, why still involve the TL .... One of the perfect
rules that the WRTC2010 commitee want to change without any reason ...
When we will start to have a defined rules for the TL selection and referee
selection to apply to every next WRTC ?
Does the WRTC Board can take care about that ?
Each time is a mess, no one know the rules until the next organizer publish
them, and every time are different, and every time there a matter of
discussion on them, keep the rules standard .....
