Randy,

The only reason for this is contest rules.

WRTC-2010 referee MUST have a very good contester skills, not average
skills, but 24-hour fully SO2R contest skills. We strongly believe
that TL has much more knowledge of such contesters who can handle
SO2R and much better than WRTC and WRTC SC committee.

Randy, let's leave this referee subject for a while. We are talking
Fall 2009 selection time, so we'll discuss it further.
