Hi Harry.
I agree with you to some extent. But "Universal" rules as you call'em should be a priority for the WRTC Committee. I mean, the standardization of the rules will favor the "Olympic" flavor or future WRTCs. I know organizers are different, but rules could remain the same, so you do not have to deal wasting time in lots of discussions WRTC after WRTC.
e.g. the scoring system used by our PY friends was neat. I don't see why we should change it. Of course you as organizers should have the ability to add some contests of your choice, but the rest was awesome.

"GOOD" might be not enough, that's why.
... We have the same expirience during Russian HFCs when good referees
not able to handle SO2R styles. There rules are totally different !!
This is the reason !!!

These 2 selections has nothing to do with each other. Leave referees
selection alks for Fall 2009.
There would not be any major changes in published rules. Go ahead and
do your scores !!!

I don't think it is ever be possible to make univeral rules.
Organizers are different and there too many aspects every single time.
