[WRTC2006] referees

I am not sure that you might find any referee which can handle 4 audio 
channels in real time as your propossed rules enable both operators using 
SO2R techniques!

I wonder who would provide transceivers interlocking circuits?  Only YT1NT 
made significant technology contribution to the whole WRTC history.
