[WRTC2006] referees

This is one of my biggest concerns about the direction of WRTC.  In the
beginning, it was one radio with two operators working very closely
together.  Team was more important than $$$ invested in station.

In Brazil, we added the second station and we see things like YT6A super
engineering of filters and duplexers.  Wow.

For Russia, we will need a full multi-two station (or more!) with a
transmitter lockout. I can't imagine how many $$ YT6A will spend this time,
or how many boxes each team will be required to bring.  

Reminds me of Formula 1.  The teams with the most $$ have the fastest cars.
They still need good drivers to win, but it is very difficult for all of the
other teams no mattter who is driving!

I am still impressed by the showing from the 9A team in Brazil.  22Kg total
weight of bags due to airline restriction -- including their clothes!  I
want to see WRTC reward operating over $$$.

This is just my opinion.  I am not asking for the rules to change.  Only for
us to think about the purpose and goals of WRTC in the future.
