Honestly, it sounds reasonable to me.  Why should I, in the eastern USA, be 
competing against scores posted by somebody from a different part of the 
world?  Theoretically, I could run off to some random place in the Pacific 
for 8 contests, run up a decent score, and then come back and claim them as 
top scores for the east coast.  Does that seem to be a reasonable action for 
those hams who choose to stay at home in their relevant geographic area and 
compete at home?

I'll leave that up to the folks at WRTC 2010 to address, but I'd say that 
what transpired in 2006 shouldn't be automatic precedent for 2010.  Indeed, 
contests like EUHF and RDXC now exist but did not before.

I'm not seeing how a consistency issue is needed.  WRTC 2010 begins contests 
with contests in 2006 (and very late at that).  Rolling back over a year 
before (including a contest over 15 months before the start of WRTC 2006) 
seems a little far fetched.   Indeed, I would go the other way and disallow 
IARU 2006 since many likely participants could not compete on their own 
behest as they were already at WRTC 2006.  I'd further move the ARRL DX 2009 
and put them in the mix since we'll have the result by August 2009 - a full 
year before the WRTC 2010.
