and first of all, my congratulations to Russian Hams
to took over the next WRTC.
My thankfulness and a very Good Luck!

Now coming to Low Power.

Why should there be a decreasing factor and not
an increasing one?

HP has usually a 10dB... :)   advantage, so
why not give LP a 3dB bonus, so a x2 factor
instead of a 0.7 ??
