You're missing the point.  There is a tremendous amount of work that goes into
maintaining ONE contest station whether it's where you live or even more so in
a foreign country.  You have to be HIGHLY motivated to set up, maintain, travel
to, use a DX QTH station time and time again and dare I say there are few that
would put themselves through that who are sub-par contest ops.  And now they
have to have a competitive station at home, too, or manage to beg or borrow
someone else's QTH for DX contests?  And have to purposefully stay away from
their DX QTH if they want to attempt to qualify for WRTC-2010?  

You're going to cut off guys like CT1BOH, W2GD, W2SC who are some of the best
and most motivated ops in the world merely because they don't have two
competitive contest stations to operate from in two different countries.  That
doesn't sound right to me.
