OK - clarify this: Are you defining "DX QTH" as "outside the territory of
selection"? Meaning that "my" territory as you defined is W8, W9, and the
states of TN, AL, KY in W4, and my scores must be a maximum of 50% from
operating anywhere outside these regions and at least 50% from W8, W9, and the
three W4 states?
If this is the case, following up on the message I just sent, then what you are
trying to do with WRTC-2010 is assure that people who own and operate stations
in their home QTH area are given the largest advantage for operating at WRTC.
I will counter that you will get a fair geographic distribution of ops, but
there is no way you're going to get the best of the best contest operators at
the event doing it that way. Which do you want?
It is easy to surmise from comments about normalizing DX scores to others in
the region vs. the home region and only allowing 4 of 8 contests to be
submitted from "DX QTH's" that the people who are going to be selected for WRTC
are those who have a competitive station in their home region and operate FROM
THERE for most or all of the major DX contests. If you're a great op that
either has no home station or habitually goes outside the home region to
operate from the domestic side in a DX contest or from DX QTH's in an attempt
to compete at the top of the SOABHP category, you don't have much of a chance
of being selected to operate at WRTC-2010.
You guys need to completely rethink the maximum 4 DX contests of 8 submitted.
Especially if you are defining "DX" as "anywhere outside the home territory".
