In my case, I would be more than happy to have my scores count for
Central America. This would be appropriate. If I don't qualify then at
least I lose to another similarly located station. The root of the
issue is still the concept of home areas. This is what needs to change.
I should also add that your scheme would not cover somebody like N6TJ
who turns in spectacular scores from all over the world. He is my
contesting idol and the rules currently discourage what makes him great.
Simply put, the people with the most normalized points should qualify.
What can be fairer than that? All other rules diminish the concept of
merit based qualification. There are some good reasons to do this,
representation from all parts of the world is one, but they should be
minimized beyond that.

This is the view of one time WRTC visitor (2000) and one time WRTC
referee (2002) who has minimal chances to be a competitor at WRTC-2010.
IMHO it is not fair that someone who makes ALL his scores from the
remote location gets into competition with guys who work from home
location just because he is having the home or callsign in the certain
area. To make it more clear, CT1BOH, W2GD and W2SC can still work ALL
their contest from CT3, P4 and 8P but in that case the only right thing
is to have them represent Africa, South America and Central America at
WRTC-2010... This areas MIGHT need more WRTC-2010 slots and now is the
right time to make changes if necessary.
