What I would like to see is the FIXED set of WRTC rules which would be same for every competition. I am sure that we would have a big discussion to adopt that set of rules but it is much better to do it once than starting all over for every WRTC.
Another thing I would like to see is something similar to the Olympics standards we have in athletics or swimming. There it is a time/length/height someone needs to achieve in order to appear on the Olympics, here it would be combined number of points from best 8 contests. That way the best operators around the world would qualify for WRTC because of their scores regardless of the location. Problem of standards is that we might end with much more than 50 teams which is then great logistical problem for the organizer...
What I would NOT like to see in the WRTC rules is the possibility to buy a WRTC position...
