[WRTC2006] WRTC2010 TL Selection Critiera - Addl. Questions

Perhaps, a separate category should be made just for those who ALWAYS  
operate outside of their home area?  Call it DX-pedition category and only  those 
who operate like that can use all their scores as if it was their home  area?
 
Hope to be able to be at WRTC 2010 in some capacity.

Harry, you're  just not getting it...

I'm not going to stay home with the intention of  maximizing my scores for
WRTC-2010.  My goal -- like most contesters  -- is to WIN contests, and 
MAXIMIZE
score.  Every single time.   Those goals are INCOMPATIBLE with the criteria 
you
have set up if 50% of  the scores required are from the "home area".  Yes, I
certainly can  find a good QTH to operate from in Tennessee despite now having
no station  of my own.  Would I do that rather than try to place #1 USA or  
World
in CQ WW or ARRL DX from somewhere else?  Definitely not.   

I'll be out there trying to win these contests or make it as high as I  can in
the SOABHP standings like I've done year after year -- and  unfortunately 
that's
not the selection criteria you're asking for to have  operators represented at
the event.
