Will it be OK for you guys if we say that each Team Leader will chose
(responsible to chose) his Team Referee from the "wild card" list?

It is absolutely not nesessary to chose Team Referee from your own
country/area, so anyone can apply.

Team Referee will be sent to judge another team!!

Example:
Team Leader RX1XX choses his Team Referee LA1AA.
After WRTC drawings LA1AA can not be a judge for RX1XX team.


K1VR: 

This suggestion puts the selection of almost 66% of the men and women in
WRTC shirts into the hands of Team Leaders, limits the flexibility of the
Organizing Committee, and may reduce the diversity of WRTC participants.

The Organizing Committee may wish to select some referees substantially in
advance of the competition, so as to assure a variety of necessary skills.
For example, a referee from Japan would be desirable to help craft
translations so that nothing is lost in the process of translating. A
referee may be chosen for his skill at editing in English, or because he is
a lawyer and might help with certain documents (most particularly a waiver
of liability which should be required of all participants).  I am well
acquainted with such a lawyer, and aware that he would gladly volunteer to
be a referee in Russia (as he was in Slovenia, Finland and Brasil).

Note:  K4BAI is a federal judge, not a practicing lawyer. However, charming
and skilled he may be, he's not the guy I'm thinking about.
